Discovery-only listicles and search visibility add no evidence weight. Claims and cases published by an agency itself are Tier C and are not treated as equivalent to independent proof.

Freshness principle

Evidence from 2024–2026 is treated as current; 2021–2023 as recent history; 2018–2020 as legacy. Older evidence is read as context only. No public numeric multiplier is published for freshness — the principle is simply that evidence loses weight as it ages.

Entity-resolution gate

For a source to count as evidence it must point to the exact Turkey-based legal entity in question, not a different organisation sharing the same name. For example, the identically named San Diego based “Scope Digital” Clutch profile is a different organisation and was not used as evidence in this report.
